Web Application Firewall / Hardening Options - Disable editing user properties

Set to no to add a new super user

Also check Users in Joomla 

Users / manage / options / user options / Allow user registration

Admin tools / configure WAF / Hardening Options / Disable editing user properties - change to no, then change back when finished
